Normally I'd say sure, you should be able to run a repair, but apparently that is not always the case. My suggestion (thought drastic, most would say): remove Notes through Windows uninstall; delete the IBM folder from program files; delete the Lotus Notes folder in the Docs and Settings area for the user (appdata>local>temp). I've found from installing/uninstalling numerous times that unless all three are done you will probably have some issues.
